The Rules
Nominees must be known for their short hair. If they usually have long hair and then cut it short in an episode, they don't count. Girls who decide to grow their hair out don't count either, for it is blasphemy.
Nominees cannot have their hair tied up in any way.
There is short hair, long hair, and medium hair. No medium-haired girls should be nominated. For example: Haruhi Suzumiya has medium-length hair. Short Hair = barely passing the ears (since different anime have different anatomy, there are certain exceptions). Basically if you want to know how long it can be, Use Ryou Fujibayashi as a "cut-off" point...
The show a character is in must be at least 3 years of age. Any anime character from a show after 2015 is not applicable.
No previous winners of this specific bracket! That means Yui Yuigahama (who's a rule breaker anyway), Rem, and Himeko Inaba.
